Change the mete

I, am living at Vrindavan chs flat no-205 plat no-150/151 sector-34, Kamothe, Navi Mumbai. but now i am working in UAE my wife is stay in same place she is made a complaint, Approx 4-5 time going to kamothe office for replace the meter due firt metre is not working from month of june. So every times they tell her the meter is not avilable but he is not given any written paper. So please kindly I requist you to short out my problem.and oblise to change my metre.
