Activation of connection

I have changed my postpaid connection into prepaid but after completing all paper work and getting new sim my connection is not activated; after complainting they have given clause that server is down so after a week they have given another new sim but this is not activated after repeat complaint they have issued another i.e second sim to me but my number is still not yet activated that almost two weeks. I think Aietel is having the poorest service I have experienced.
