Missguiding the consumer & without providing the survice cutting balance unnecessary for gprs service

I want gprs setting for my mobile samsung star 5233 when i have requested on call center i was told to first activate gprs then request for settings then only u will get it but later i was told that setting for the given handset is not available then i have given a complain to call center to pl. refund me the balance when the requested survice is not provided by u. on my request company had refund me my balance this was the first time but the very next day again my balance was reduced on request they refund me the balance. yesterday again my balance was reduced.

when the company has refund me the balance it on what base the are again reducing the balance & dooing mental haresment of the consumer.update details is also not provided by the costemer care.

i would like to lonch complain on the company to refund me all the money of my card as well as my balence i do not want to be customer of the compaly i also demand for mental haresment.
