Overcharging

I was having a connection no 9910027746 from airtel. and a data plan of 350rs which have download limit of 500MB free.

I requested airtel persons to disconnect it on 3-mar-09, but they people did not disconnected it for full month. rather they people changed my plan to no free download and charged me for download of 360MB download Rs 2190.

Now if I call 121 they hang up the phone. outlet people say its not in their hands and Gurgaon billing department does not give their contact no to any one.

what can be done in this regard...
