Non activation for service paid for

I am an Airtel prepaid customer and on 15-10 I had done a recharge for NOP that is the net on phone service, but till date the service has not yet been activated. Does Airtel fill its coffers by taking the general Indian people for a ride. Im sure the general Indian public would agree with me.
