No response from customer care, non activation of service

I lost my mobile ans as a consequence the Airtel sim card also lost. Today i went to Airtel office (Bokaro Steel City), they informed me the same no. can be activated by paying INR 170 and the documents. Same submitted to them alongwith the money (Rs 170) at 1030 hrs and gave all the necessary information as asked, after which they informed me the no. will get activated by evening.

Its 2030 hrs and till now the no is not activated.

Then i tried to contact the customer care at 9934099340 but no response (earlier also i tried this no but again of no use, no response), then I called up West Bengal Airtel customer care, they responded but they said as it is the case of bihar /jharkhand so he cannot do anything.
