Non refunding of activation fee

My cell no. is = 9915550664. my name is sanjeev. at the time of conection companty offered me the refund of rs.500. from my 4th to 8th bill@ rs.100 p.m .they did not do that yet. they tell me that you are not aplicable for that facility as your 4th to 8th bill period is over. I think they are the big cheeter.
