Not getting connect to customer care

I have not received my last bill of 06 Oct. 08, I am trying to contact customer care to know about my current status of bill but could not get connected to customer care to solve my problem. I am in this doubt that could have put late fee for not paying bill which I have not received. I do not want to bear late fee charges.
