Delay in providing duplicate sim and than delay in actvating it

I got a duplicate sim on saturday evening and it is still not activated. from airtell office it is said the sim will be activated within 6 hrs. But its not activated even after 24 hours. and customer care was not able to give any satisfactory anwers
