NOC not giving

Daer sir,

my mob. has been lossed, same time my card was blcked by customer care on my requesting, after two months i received call from delhi tis hazari court they told me pay Rs.1300/- till eveining otherwise you willbe fined Rs.40000/-then i paid asked amount, but same time i requested stop service of this concern no (9910201316) permantly AND SEND ME NOC but till date i have not received any NOC

purposely they looted me by creating fake bills, till date NOC also not given to me
