Deactivation of VCKT pack & refund for the deduction of bal

This is in regarding the Deactivation of VCKT sms pack. I want to deactivate my services as I have'nt Activated it, I have'nt received any sms for the Activation as well. When I called up for help to the Customer Care, they assured me that the service will be Deactivated from their side but it was not. Some told me to send the sms to a toll free no 52206 writing in UNS, I tried that as well but whenever I send the sms I have received the error of " Remote Application Timed Out Error to try after Sometime." After waiting for 24-48hrs also the service is yet not Deactivated & the Bal is been deducted from the last 3 days.

So in short I want the service to be Deactivated as I have'nt Activated & also I need the refund of Rs 9/-which is been Deducted till date.
