Not Reconnecting the electricity meter at my premises

I am very dissatisfied with the working of BSES, my CRN no is :1240119979 and i have requested my removed meter to be reconnect at my above said premises but they are unable to do this because they are saying that now we have made a mistake in the system called SAP which is implemented over here in BSES and now i have to apply for the new connection, why should i take the pain if some BSES employee dont know the functioning of the SAP Module earlier they told me that with in six months if i request for the reconnection then they would entertain the request but now after their commitment they dont know how to generate reconnection module in their SAP system.

Kindly resolve this issue because i am really tired from this department and my parents condition doesn't allow me to live without electricity.
