Not allowing encashment on maturity of kisan vikas patra

Dear Sir,

I have purchased 10 Kisan Vikas Patra of Rs. 5000 each on 12.06.02 from Post Office, Bellampalli-504251 (Dist. Adilabad) Andhra Pradesh. Matured in February. As I stay in Hyderabad, I gave power of attorney in favour of my borther with my ID proof to encash. Post Office Clerk Ram Reddy harassing us and not allowing encashment inspite of Post Master instructions. Insisting on my personal presence for encashment.

I request your goodself to resolve the matter at the earliest and oblige.
