Regarding Police verivication for Passport

I am a private service (IT) holder. I submitted application form for International Passport on 25.06.2010 at DM Office, Coochbehar. I submitted all the necessary documents by 10.07.2010 at Sitalkuchi DIB Office. After submitting the documents, DIO, Sitalkuchi said to submit my bank statement with 5 lakhs bank balance also. He will not send my verification report to until I submit the same.
