Money collection by the department for transformer replacement

Sir i am a resident of village jhandenagar, post naugarh, birdpur no-14, tappa-ghosh, district siddharthnagar. Poor villagers used to give money to junior engineer of concern area of electricity department of siddharthnagar for the replacement of transformers. Although they used to provide transformer after one month wait. Linemans and others workers are also involed in money collection from the poor residents. It is an ambedkar village but still that happens regularly. Is there any solution?
