and to my utter astonishment this has not been delivered till the writing of this complaint today 16-04,

To me SPEED simply means JALDI, TURANTA, AVILAMBA, SHEEGHRA, TEEVRA, GATI, GATI, ...
The P&T Department may be having any other meaning by their dictionary.
The POST MASTER GENERAL should wake up and take the stock of the situation if such a delay is occurring in case of Speed-Post then what would be happening to the ordinary mail like pc, inland letters, etc.
