Efund of failed transaction

I tried online booking a ticket from Coimbatore to Bangalore through IRCTC on 10th march. I tried 2 times but the transaction was not processed at all due to server issues. Unfortunately, the amount has been debited once into my account. I have the account statement that shows the amount debited and I have the booked ticket list which doesn't show these transactions. I don't could reach people on customer care on IRCTC. whats the fastest way to get the refund back? is there any escalation procedure by which can get my refund back.my state bank account transaction id 0468713206IG96413365.please do needful.my mobile no is 8754010901, email id is [email protected]
