Leaves being burnt

Hi,

I stay at kalkaji extension pocket A-9, and did not know where to go for complaining about a "burning" (pun intended) issue.

The area where i stay near has a few parks, and with those parks comes a seasonal challenge which we residents have to live with. Whenever the change of season comes the gardeners prefer to deal with the fallen leaves with a easier method of burning them despite the law banning the same. The leaves when burnt are a nuisance and cause in children and adults problems like wheezing, breathing problems, asthma attacks and allergic reaction.

So i just wanted to check if there is anything that can be done about the same, or some check can be implemented.
