Challan of commercial billing

I have a small office of 1 room and a board outside it.

one day mpeb vigilance came and without giviong notice made a challan of RS 16000/-.bec the billing was not for commercial usage...

i have only 1 computer, fan, tublight.

we dont use heavy machinary

so why it cant be under non commercial?

Can my money be reambursed or adjusted?
