Ipo refund not received

I have applied for 350 shares in NHPC LTD vide application No 71714957 on 12/08. till the date i did not get refund amont. I have already posted a reminder letter regarding this to the registrar of NHPC Ltd on 12.11.2009 but did not get any reply and any feedback. what is the matter i could not understand.
