Udeness, swearing and not answering phones

Hello there, i m from uk and i phoned jallandhar passport office this morning for some enquiries about my daughters passport, bt the person i hv spoken to first didnt understand the english and then without giving answer he put the phone down and when i tried to call back, that man swore at me, so please could you tell me that are they getting paid for being rude and swearing at the public, what kind of staff have you got, who dont know how to behave, i am a well and truely indian lady even living abroad but shame on that indian man, people like him sholdnt be there.
