Delay in passport

I am sazeed

My parents have applied for passport on 23-march

The status report states that..."Its expected to dispatched by "10-july"

It has not yet came to our hands. I dont understand y it is getting delayed (delayed by 2 months)

I here by request u to refer the above issue

Its very urgent... since they r going for mecca (Haj) on November
