Applied Passport for Spouse- Status is Others even after police verificationa and clearance

Dear Sir,

I applied Passport for my Wife with File Reference Number: HYD-A032575-10 on Application Date : 18-06 and the current status on 29/01 is still "OTHERS" though the police verification is complete and has been sent to passport office on 11/01.

Went to enquiry office multiple times but there is no change in the enquiry status

Not sure filing a complaint here would work or someone would really work.
