Passport despatch delayed for 4 months!!

Respective authorities,

I've applied for the passport in December had police verification within a month. The passport status is been sating "It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time " for the last 4 months. Unchanged. I tried to contact passport office in many ways to no avail. I've launched a handwritten complaint regarding the delay of the passport issue 40days ago, till today No action taken.

Here i request the respective authorities to take necessary action on issuing the passport. The details are as follows.
