Delay in Police Verfication

Dear Sir,

I had applied for passport on 21-02. After which I kept checking the site for updates which showed police verification pending. When I went there to check, police said they have my file and then they made asking illogical questions and run many to complete each and every document asked by them. At the end of which I was they have completed and will forward my file for next clearance. After so many months, when I checked with passport office they said police had said that I'm not cooperating in verification. Now please tell me what is the solution..
