Received a letter from External Affairs: "Police Verification not completed"

Hi Sir,

I applied for passport on 04-sept., after 2 months (09-nov) I got a call from our police station to meet them. I followed as per the schedule with all the duplicate/original copies. They ask for our land did paper as proof of place of birth (I don't have a birth certificate). and asked for a declaration as i born in our own house. On 18-Feb a letter came form External affairs dated 16-jan saying police verification is not completed and asked to visit police station or the passport office within a month. I visited the passport office but they say it is more than a month and the application is closed. I tried to make them understand that I got the letter after 1.5 months!! but nothing works.

Please help me out what should I do to get the passport.
