Passport not issued

Hi All

My name is Mustafa and I work for ANZ operations and technology in Bangalore. My brother Mohammed Mujtaba Khan is facing lot of problem in getting his passport. He has completed his engineering and he got a job in Saudi Arabia and even VISA is also released with his name. So he has submitted passport application in tatkal service application number (hyda05733109) in Hyderabad passport office on 2nd Dec and was about to receive on 11th Dec but when he check with passport official they are telling that this applicant has already applied for passport in 2007 but he has not apply for the passport before this is the first time he is applying, they are telling that the name of the applicant and applicants fathers name is matching in their data base .even after several visit to passport office regarding this issue they are not allowing him to meet higher official RPO (Regional passport officer) this is really very annoying.
