Advise on additional floor on existing building

Need clarification reg. building another floor on an existing building in hyderabad...

problem - can the builder just carry on with building another floor to the existing occupied apartments. Builder is planning to construct 5th floor, and permission may not be there, and is not clear its for G 4. it has basement, and then 5 floors pent house already existing.

there is no association, and building has only 10 apartments. other 9 are from builder or his aliases.
