Not facilitating conveyance deed

Bhumiraj woods project was handed over to owners after OC in 2006. After a lot of persuance, society was registered in Apr'09. But till date the builder has not done conveyance deed though whatever he had asked from time to time has been given to him. Normally the builder has a good reputation and I also believe the same but the delay leads to suspicion. Thru your medium I would like to bring to notice that we can not sell/buy this property on loan. Can consumer court take note of this
