Handover of Flat not in time

Hi,

I was promised by the builder on the date of handover of my flat by 05/04. (2 months delay). But till now he hasnt completed the work.

Pending work as of today:

1. EB meter not fixed.

2. Common Gate not constructed.

3.Common Pavemant not fully laid.

4. Sorroundings not cleaned.

He is asking me now to collect the keys and he will do the rest of work afterwards.

Shall i take further action on the builder now. If yes, what type of actions can i take now.

Please advise.

Note: No Dues from my side.
