Leakage in flat

I have severe leakage problem in my flat due to crack formed on the outer wall of my building. Ours is 30 yrs old building, infact ground floor of our society been sinking due to depleting structure. I am not sure where to complain as society commitee members are unwilling to do anything about this.

If the structure issue is not sorted out early then this may cause severe threat to life of people living here.

please help!!!
