Late delivery and non-fulfillment of commitments

I booked a flat in 2009 and the delivery was promised in 6months. Now it is 2011 April and still it is not delivered. Even the basic ammenities like parking, potable water etc. are not properly provided and the promoter is shying away from answering any querries from the appartment owners.
