Water leak fine

Im a member of a housing society. Due to a sudden plumbing problem some amount of water leaked from our water tank placed at our terrace. The chairman spoke to us but in a derogatory language and gave us more than a warning that he will cut off water supply of our house for a month and has charged Rs 2000 for such an act. Please help
