Misguide by Shipping Policy, Goods Undelivered

Dear Sir,

I have Purchased an Citizen Ch 432B Blood Pressure Monitor (With Auto Fuzzy Measurement, Auto Inflation) and a book "Life Is What You Make It" by order no 907095915 dated 26th October and a Accu Chek Blood Sugar-Diabetes Monitoring Kit (With Free 10 Strps-10 Lncts) by order no 907112695 dated 27th October from HomeShop18 website via SBI Visa Credit Card for which HomeShop18's expected delivery date is 1st of November and 2nd of November respectively.

As their shipping policy the guide people as "Just because shipping is free doesn't mean it should take a long time. Homeshop18 understands that getting your items quickly is important to you, so we make every effort to process your order quickly. When you order from our website, you can expect to receive your order max within 7 working days. We are committed to delivering your order accurately, in good condition, and always on time promised by us in our website."

My Shipping destination is

Pradyut Gogoi, State Bank of India, Dhodar Ali Branch (7427), Mariani, Dist- Jorhat, Assam - 785634

But Yet till 9 PM 9th November the goods are not delivered. I am informing Homeshop18 on this matter from 4th of November onwards. But did not get any satisfactory responses from their sides.

Now I am mentally and monetarily a looser for the important goods purchased for my diabetic father who is serious in this days.

I don't know what to do? How my loses will recovers? Who will be responsible for the undelivered goods as it's the first case i suffer purchasing goods on-line?

Is their no any process to take action for this type worst services offered by On-line retailers? Is they are not responsible for non delivery or late delivery of important goods which violates their own shipping policy?

They usually ship goods via First Flight Courier. In Jorhat the First Flight Courier officials are very unprofessional and irresponsible. They did not have the little knowledge about customers inconvenience for late delivery and never bother about that. But Why should customers have to suffer for indirectly connected with some worst service providers. Who will fulfill the loss occurs for the late delivery or non delivery.

Therefore Sir, I request you to give some ethical judgment on the above matter for which I shall remain grateful to you.
