Not able to connect to customer care office

Hi,

I'm an Airtel prepaid user and am not able to connect to a customer care officer (CCO) through 121/198. The call gets disconnected once you press "9" to speak directly to a CCO. I raised this issue with Airtel in Feb and is yet to be resolved. When I tried talking to a CCO through a postpaid SIM, I was told that prepaid users can only talk to a CCO thrice a month (even though I was not able to connect even once). This, I believe, is extremely anti-consumer friendly and I'm not sure if TRAI can allow operators to restrict customer care services.
