Wrong billing

I am using tataphoton plus for my internet usage and In dcec s2011 I requested to changed my bill from unlimited to Limited bill of Rs.500 and they also agreed for the same. But to my shock they charged me for the Month of Jan a sum of Rs.2651/= . I have made so many enquires and request to custemer care and so many mail to them. But no response and they threaten me for pay the full amount. But their representative have called and ready to accept Rs.1500 and close the a/c but they never came with a closere letter and to finalise thier word. But to my shock with out clarify my mail enquiry and phone calles to custemer care officials so many mails send in differnt name to threaten me and to disturb my regular work.

In this I would like to complain to the higher authroities.
