Landline not working but Paying the Bill

I have BSNL Landline along with Broadband connection, Broadband number 24161702 under “Home Combo 199 Monthly”. The date of installation was August 28. From the very first day, August 28 the Landline was out of service as the receiver was expired before this day. When I asked the person who came for installation, they told me that the entire receivers are already expired. So I have to accept the expired receiver. After accepting it, I mention it in there receiving letter. Then I complained it several times over the phone at 24292198 for necessary action. The two such complain numbers are K5453, dated 22.10.09 and U4230 dated 23.03.10. But there was no response from the BSNL. I went to local exchange along with the receiver and they had changed it with new one. But from the next day the Landline was not working.

I visited the local exchange at Santoshpur for several times. I last visited them on July 17. Everytime the concern person promised to come and see. But that never materialise.

I am paying bill in every month almost without using the telephone. The service of BSNL becomes very bad nowadays.
