Unable to utilise my prepaid balance of Rs170/- and MNP request due to unavailability of network

Hi!

My Cheers number 9599277943 is searching network from past two months.

I am neither able to utilise my prepaid balance of Rs. 170/- nor can generate MNP code due to unavailability of network.

I want my money back and MNP code for porting to another operator.
