Telephone not working

Dear Sir

we have been complaining about fault connection of our telephone for last 2-3 months, everytime the line man says there is problem in the cable, but never solved problem, atleast can i know who is the concerned authority to escalate this matter. please look into the matter or we need to approach some other way.
