Frustrated unwanted promotional calls

I want to stop the unwanted Promotional calls which suck and frustrate me often. I tried reaching 121, 600600 and 9849098490 to help me blocking this Frustrating Promotional call and Promotional message, they have not provided any provision to reach Customer care representative to help me to Block this Frustrating Promotional call.
