Complain for incoming call

I have to mobile no 9867289252 & 9322941502 which is porting number from another operator to idea operator this two number is porting on date 11-02 time 11.45.pm after porting i don't received incoming call from reliance operator & my have client reliance number then solve my problem as far as possible

ALSO I MANY TIMES CALL AT 198 FOR COMPLAINT BUT THEY NOT SOLVED MY COMPLAINT
