Deposit of id

I am using idea post paid since 5 years .complaint told about to deposit the identity proof. i deposited my id proof since last 2 months, but my number is still starting. what is the problem

i asked everywhere i can, mailed them but everyone is saying please deposit again, why should i deposit all the documents again and again, who ll take responsibility of the previous documents
