Faulty SIM card given with new connection

Sir,

I bought a new post paid connectio and paid 500-/ security. Even after verification of my address when I was not able to make a call, I approached customer care. They told me that my new number is already activated and there might be problems with my SIM card. I have to take new SIM card and pay Rs 50.

My complain is, why should I pay 50 rs when I got faulty SIM card on the first hand. Had it been the case that I caused damage to card then I would have paid 50 rs. Further more if I pay 50 rs for new SIM card, what is the gauranty that new SIM card will not be faulty again.
