Deficiency in service

Dear Sir/ Madam

I received a message on 13th May. Message was "Get Luck Offer! Turant Dial Kare *888*1# or *888*8# Aur Paaye Mauka Jeetne Ka Ek shandaar Mobile.". when i dialed required no, dialer tone was activated by service provider and Amount around Rs.35 to Rs.40. I lodged the complain on 13th May to deactivate the dialer tone and to refund the deducted amount. Dialer tone has been deactivated, but deducted amount has not refunded.

kindly do the necessary action against the service provider, so that in future no customer is cheated like this.
