Out-going facility had been blocked on the basis of unbilled amount

Idea cellular co. had blocked my out-going facility on the basis of unbilled amount.

They are not ready to give me a complete clarification regarding my unbilled amount, as the unbilled amount is Rs. 15000/-

Even they are not ready to send me clarification of unbilled amount on my mail Id.
