Service activation without permission

Some chargeable service have been activated on my number without any intimation and my consent, I have been trying calling costumer care since a week but everytime I get the response that "all executives are busy". Somehow I got to talk to the customare care and requested twice to deactivate that service, but they people are not doing the same.
