I was informed international roaming is activated

I was informed that international roaming is pre activated but i am sorry to say, it was all bull shit, i roaming is not activated and i am not able to use my phone, and now i am depending on internet (wifi) as my brother call them back in india, they were not able to saluve the problem . we guys make sure those who all are using idea connections plz change your operator soon.
