Porting out to tata docomo

I have applied for porting out my airtel number 9928848888 to tata docomo and my formality and application for porting out has been rejected twice giving me a message that it has been rejected due to legal reasons. I have even paid my bill amount and even excess to bill amount in cash at outlet. i tried to know reason by calling customer care and by personally visiting airtel outlet. Theses people are not ready to give me reason and are giving me a mental torture by calling me again and again asking me reason for porting out. Please help me for this
