Activating services without permission

Airtel keeps activating services on its own without me ever requesting them to activate and deduct the fee from my balance. This has happened for several services. For instance I have already activated their GPRS monthly pack of Rs. 98 for 2GB download limit. While i'm using this service they sent an SMS stating that they had deducted Rs. 46 from my account for 15 days GPRS pack with 500MB download limit. I talked to three customer care reps and all three times they disconnected the call in the middle of conversation. After that I was never able to talk to a customer care as if they had blacklisted my mobile number from contacting the Cust Care reps. I'm now switching to other service provider DOCOMO due to this.
