Phony calls from 923036025996

Sir,

I received a missed call from 923036025996 at around 11.12 am on 27/07. When i called back at 2.00pm on that date i was told that i had won a lottery of 15lakh 80 thousand rupees. i was also given my sim card number which i have on my sim. i was asked to give my ration card number and my state bank account number. when i hung up i saw i was charged around 46 rupees. then i realised it was an international call. My question is, how can the caller know my number and my sim card number? There must have been some data leak.
